- Expediente AYT/13/2025. Reports on delinquencies and average payment period for the municipality and affiliated commercial companies for the second quarter of 2025. Noted by the Council.
- Expediente AYT/7703/2021. Extension of services contract for the hiring of cultural extracurricular activities and children’s workshop programs in Avilés. Noted by the Council.
- Decree of the Mayor:
- Extension of the extracurricular activities and Children’s Workshops of Avilés (TIA) contract with UTE ABIERTO ASTURIAS from September 9, 2025 (start of the 2025-2026 school year) until the start of the 2026-2027 school year, at a unit price of 17.30 euros (VAT exempt) up to a maximum amount of 220,937.92 euros (VAT exempt) for the entire extension, in strict compliance with the approved Technical Specifications and Special Administrative Clauses.
- Approval of the expenditure for the third and final extension of the contract amounting to 220,937.92 euros.
- Notification of the contract extension to UTE ABIERTO ASTURIAS.
- Communication of the extension approval to the Accounts Chamber of the Principality of Asturias, as stipulated in article 335.2 of the LCSP.
- Notification to the Municipal Plenary of the third and final extension of the contract for cultural extracurricular activities and Children’s Workshops of Avilés (TIA).
- Expediente AYT/189/2025. Extra-judicial recognition of credits for Maintenance and Conservation services. Approved with the votes of PSOE and Cambia Avilés, against Vox, and abstention of PP.
- Details: Recognition of the need for an extra-judicial recognition of credits to acknowledge obligations to third parties and prevent unjust enrichment of the Municipality, due to the inability to direct the following expenses to the corresponding municipal budget: "Management of waste deposited at COGERSA, S.A. facilities during December 2024, amounting to 147,796.14€."

- Approval of the extra-judicial recognition of credits and expenditure totaling 147,796.14 euros.
- Approval of the obligations and payment orders for the following invoices:

- Outside the Agenda: Proposal by VOX to posthumously grant the title of Honorary Son of Avilés to D. Miguel Carmona Menéndez. Incorporated in the agenda with the votes of PSOE, PP, Vox, and councilors Agustín Medina and Ana Solís from Cambia Avilés, and the abstention of councilors Sara Retuerto and David García from Cambia Avilés.

- Motion presented by the Cambia Avilés Municipal Group to request a pardon from the Government of Spain for the "six from La Suiza". Approved with votes in favor from PSOE and Cambia Avilés, and votes against from PP and Vox.
- Decision:
- Show the Council’s support for the pardon requests for the "six from La Suiza," known as the condemned unionists, for humanitarian and personal reasons.
- Request the Government of Spain to process this grace measure, as provided for in the Spanish Constitution, as soon as possible.
