En el Pleno ordinario correspondiente al mes de junio, la sesión comenzó a las 10 horas con la aprobación del acta de la sesión ordinaria del 6 de mayo de 2025.
La ratificación del Ayuntamiento como demandado en el Procedimiento ordinario 495/2025 fue el primer punto del orden del día y se aprobó por unanimidad. El segundo punto fue la rectificación de un error material en el expediente de modificación presupuestaria mediante suplementos de crédito nº 1 y créditos extraordinarios nº 1 al Presupuesto Municipal 2025, financiado con remanente de tesorería para gastos generales y con bajas por anulación. Este punto también fue aprobado por todos los votos a favor del plenario, excepto el de la edil no adscrita, Elena Figaredo.
Se reconoció a Oviedo como Ciudad Amiga de la Infancia y se solicitó al Comité español de UNICEF la renovación de este sello para la ciudad en el periodo 2025 – 2029. La concejala delegada de Políticas sociales, María Velasco, destacó la importancia de este reconocimiento y el compromiso del Ayuntamiento con la infancia y la sociedad. Este punto fue aprobado con 25 votos a favor y dos en contra de las ediles de VOX.
Proposiciones de urgencia
La primera proposición, presentada por el grupo municipal socialista, trató sobre la actuación de la Sindicatura de Cuentas respecto a los contratos menores en el área de Deportes. Tras las intervenciones, esta moción fue rechazada. La segunda proposición, presentada por Izquierda Unida- Convocatoria por Oviedo, abogaba por el alto el fuego y el respeto a los derechos humanos en Palestina, pero también fue rechazada. La tercera proposición, presentada por VOX, en apoyo al Club Balonmano Vetusta y al fomento del deporte base en Oviedo, también fue rechazada.
Ruegos y Preguntas
Se presentaron ruegos y preguntas sobre diversos temas, como el Pequecampus Deportivo de Verano, obras y seguridad en el edificio de La Malatería, licencias para la instalación de parques de Baterías, la Ciudad Deportiva del Real Oviedo, entre otros.
Declaraciones institucionales
Se incluyeron dos declaraciones institucionales, ratificadas por unanimidad. La primera de ellas fue la adhesión al manifiesto de apoyo a la fiesta gastronómica, cultural e histórica del Desarme para su declaración como Fiesta de Interés Turístico Nacional.
Desde 2012, la Cofradía del Desarme ha complementado esta tradición culinaria con una amplia gama de actividades.
La segunda declaración institucional se refiere a las necesidades del futuro colegio de Educación Especial en Montecerrao y al actual de Latores. Los grupos municipales del Ayuntamiento se reunieron con el AMPA del centro y el Pleno expresó su total respaldo a las familias, solicitando la incorporación de una piscina terapéutica con un vaso de al menos 60 metros cuadrados en el centro de Montecerrao, rectificando el proyecto inicial.

Requests and Questions
Natalia Santa Bárbara, from the socialist municipal group, has presented the first request regarding the Summer Sports Littlecamp and has demanded more spaces and better telephone service to facilitate attention.
The spokesperson for the VOX municipal group, Sonsoles Peralta, has made a request regarding works and security in the La Malatería building, «after part of the roof collapsed,» clarified the councilman of the area, Nacho Cuesta, «the City Council is already taking action in this regard.»
The VOX municipal group has also asked questions about licenses for the installation of Battery parks, the Real Oviedo Sports City, the installation of cameras on urban buses, or the use of Asturian in the Oviedo City Council.
From the Izquierda Unida-Convocatoria por Oviedo municipal group, they have requested information on the new General Plan for the Organization of Oviedo, the map of climate shelters, the underground parking planned in El Campillín, the facilities of El Asturcón, the Handball Club Vetusta, and the use of facilities by this club.
Institutional Statements
The ordinary plenary session of June has included two institutional statements, ratified unanimously. The first of them has evidenced the plenary’s support for the manifesto in support of the gastronomic, cultural, and historical festival of El Desarme for its declaration as a National Tourist Interest Festival. A gastronomic tradition since the 19th century, originating in the first Carlist war and celebrated in our city since then and uninterruptedly every October 19th, which demonstrates the deep-rootedness and growing involvement of all, Ovetenses and visitors, in Spain’s oldest menu. Since 2012, the Brotherhood of El Desarme complements this culinary tradition with a wide range of activities.
The second of the institutional statements has been about the needs of the future special education school in Montecerrao and the current one in Latores. The municipal groups of the City Council have met with the Parents’ Association of the center, and the plenary has expressed its «full support for the families» and has demanded the «incorporation of a vital facility, the therapeutic pool with a basin of at least 60 square meters in the center of Montecerrao, rectifying the initial project.»
Ordinary Session for June
The ordinary plenary session for the month of June began at 10:00 a.m. with the approval of the minutes of the ordinary session of May 6, 2025.
The ratification of the City Council as a defendant in Ordinary Procedure 495/2025 was the first item on the agenda, which was approved unanimously. The second item, the correction of a material error in the budget modification file through credit supplements No. 1 and extraordinary credits No. 1 to the Municipal Budget 2025 financed with treasury surplus for general expenses and with cancellations by annulment, was the second item on the agenda, which was approved with all the votes in favor of the plenary except for the non-affiliated councilor, Elena Figaredo.
The recognition of Oviedo as a Child Friendly City was the next item on the agenda, and the Plenary was asked to request the Spanish Committee of UNICEF to renew this label for our city for the period 2025 – 2029. «For this government team, this recognition is much more than a label because it recognizes the work and effort of this City Council to place children and adolescents at the center of municipal policies. This City Council has been part of this network since 2016. It is a commitment to children and society, to consolidate the highlighted strengths and with concrete actions, but we do not say this, UNICEF does. The Oviedo model is a reference and example of participation in which 359 children have participated and more than a thousand have participated in activities,» emphasized the councilor delegate for Social Policies, María Velasco. This point was approved by 25 votes in favor and two against from the VOX councilors.
Urgency Proposals
The first of them, presented by the socialist municipal group, has been related to the action of the Court of Auditors regarding minor contracts, mainly in the Sports area. The PSOE councilor, Jorge García Monsalve, has shown some invoices in which, in his opinion, «excessive prices are evident» (…) hence our proposal for external scrutiny because we believe it is the most efficient, impartial, and technical solution. After interventions by all the groups, the Sports councilor, Concepción Méndez, has emphasized that these are «specific and unpredictable repairs. Each intervention responds to a specific incident that must be resolved promptly. Each action, whether a basket, an electronic scoreboard… constitutes an independent functional unit that cannot be included in the maintenance contracts of the City Council.» This motion was rejected after being voted in favor by the PSOE councilors and the two from the VOX group. The rest of the plenary voted against.
The second of the urgency proposals was presented by the Izquierda Unida-Convocatoria por Oviedo municipal group for the ceasefire and respect for human rights in Palestine, «a situation that begins with a chain of catastrophes but our historical memory tells us that it can end in a global chaos. We are talking about ethnic cleansing to install only one people and exclude another, violating international law. This is therefore an initiative based on this right, but fundamentally based on humanity. And it has recalled the biblical quote «If I have no charity, I am nothing.» The votes of the PP, Vox, and the non-affiliated councilor have «rejected» this motion.
The third of the urgent proposals was presented by the municipal group of VOX in support of the Balonmano Vetusta Club (with more than 50 boys and girls) and the promotion of grassroots sports in Oviedo. The spokesperson for the group, Sonsoles Peralta, has requested «willingness to dialogue» with families. And the Sports councilor, Concepción Méndez, has emphasized that «there is dialogue with this club and with the 385 other clubs in the municipality.» And regarding the dialogue channels, she highlighted: «We have been talking to the Principality about this issue for a year now.» The Mayor, Alfredo Canteli, also responded to Peralta: «There is a call and the Balonmano Vetusta will be included.» This motion was rejected.
