The Government commits to having a regulatory solution available in 2026 to stabilize non-fixed personnel

The Government of Asturias has proposed three different work schedules related to the configuration of the regional network of 0-3 years schools Les Escuelines/As Escolía. One schedule involves the integration of municipal schools for 0-3 years into the regional network. The second is related to stabilizing non-fixed early childhood education staff. Finally, the third schedule outlines the times for the regulation of the organization and operation of these educational centers, as stipulated by law.

These three schedules were discussed at a dialogue meeting convened by the administration and attended by the Minister of Education, Eva Ledo. Also present at the meeting were the Director General of Public Employment, Miguel Ángel Rodríguez, and the Director General of Centers and 0-3 Years Network, Cristina Blanco.

Ledo has requested a vote of confidence from the union organizations at the table, committed to sending the three schedules in writing, and asked for a goodwill gesture by canceling the planned mobilizations for the following week.

According to the Principality, firstly, the update of the integration process schedule of municipal schools from 0 to 3 years into the regional, public, and free network of Les Escuelines/As Escolías has been announced.

Between July and August, the processing of files for the signing of agreements with the first 22 municipalities will be completed. The next two integration phases are scheduled for January and September 2026.

The second schedule is related to stabilizing non-fixed school staff. The Government has committed to having a regulatory solution available in 2026 to include these positions in the public job offer of that year and allocate a budget for the procedure in the regional budget of 2027.

The administration is currently considering two different alternatives, either modifying the current labor agreement or including it in a new one that is already in the negotiation phase.

The third schedule sets the dates for drafting a regulation for the organization and operation of nursery schools. The Principality is working on an initial draft that will later need to be negotiated with union organizations. This document will cover various aspects such as educational and ancillary services, center hours, student ratios, and ongoing training.

It will also address governance bodies and community participation. The Ministry’s plan is to initiate a preliminary consultation in August. Negotiations with union organizations will begin in September, with the processing scheduled for November.
