The Education Counselor assured this Thursday at the General Assembly that the deadlines set by law for the integration of personnel into the regional network of infant schools are being strictly met, in response to inquiries from the Popular Party, Vox, and Covadonga Tomé about the regional network of Infant Schools and the process of integrating personnel and their working conditions.
The integration of the centers automatically involves the incorporation of municipal personnel into the staff of the Principality of Asturias. «This personnel maintains its employment relationship. They will continue to provide a public service under the same conditions,» she emphasized.
Espina wanted to send a message of «tranquility» to the teachers, stating that the Principality will apply the law and the set of labor regulations for Public Employment, addressing the concerns of unions and workers. «Of course, they will be fully integrated, there is no other way. We are working with all the municipalities involved to ensure a smooth transition,» she stated.
She explained that those who belong to the municipal staff and hold the category of Infant Education technician or its equivalent, as well as those who perform management functions, are integrated. In exceptional cases and by agreement between both administrations, it has also been planned to incorporate municipal personnel with other professional categories, such as kitchen staff, if agreed upon by both parties.
The Principality cannot proceed with the effective integration of schools or their personnel until the processes of stabilizing temporary employment have concluded. In cases where the original municipality has not called for or carried out stabilization, the personnel will be incorporated into the staff of the Principality maintaining the labor conditions in force in their original administration at the time of integration.
Espina clarified that none of the 22 municipalities joining the regional network in this initial period are in that situation. The process is being carried out with «criteria of equity, technical rigor, and absolute respect for the labor rights of all Infant Education technicians,» she added.
SALARY DIFFERENCE
Regarding the salary differences for educators in 0-3 schools, she explained that the compensations will be included in the individual agreements to be signed with each municipality. «We cannot offer a fixed and uniform figure for all municipalities because it is impossible, each one has its own uniqueness and workers, and each case is studied individually,» she pointed out. However, she made it clear that it will be the Principality and not the municipalities who will cover the replacements for all workers.
ASTURIAN IN THE INFANT STAGE
Regarding the implementation of Asturian and Eonavian in the Infant stage, Espina indicated that the necessary staff will be hired, specifically 103 professionals.
Both the Popular Party deputy, Gloria García, and the Vox deputy, Javier Jové, emphasized that the Education Law states that in the Infant stage, classes will be taught by teachers with a degree in teaching and specialization in Infant Education, and they may be supported by teachers from other specialties.
To this, the counselor responded that «in the new decree, whose public information period ended yesterday, there is no impediment for this teaching staff to teach the subject without the presence of the tutor.»
Espina received criticism from Jové, who accused the regional government of «imposing its ideological project.» «The Principality government will not impose anything. We will do what the Law of Use and Promotion dictates, and we will do it rigorously, respectfully, and in accordance with the regulations,» the counselor affirmed.
Espina specified that the infant rule consists of incorporating Asturian content into the area of communication and representation of reality. «It is voluntary as established by the rule itself. Therefore, we do not impose. If it is voluntary, there is no imposition,» she stated. Additionally, she highlighted that «teachers will be able to work full-time and there will be a greater involvement in our language.»
