The Avilés City Council has opened the deadline until May 30th to submit applications for the 2025 Start-Up Assistance call. This call was published in the BOPA on April 23rd.
The municipal grants for the start of activity are endowed with a budget of €55,000 in the municipal budgets. They are aimed at individuals who have started a business or professional activity as a natural person in the municipal area of Avilés, in a commercial or hospitality establishment open to the public between January 1st and December 31st, 2024. It is not necessary for individuals to have been unemployed previously.
The maximum amount of the grant, €2,000, must be used to cover expenses related to the start of the activity such as rent costs, security certificates, insurance for the premises, utility connections, purchase of goods, and inventory for the development of the activity.
Applications must be submitted through the municipal electronic headquarters, in the section Publications/ Grants/ Economic Promotion Area/Local Employment Initiatives: Start of Activity 2025
Beneficiaries must meet the following specific requirements:
a) It is an essential requirement for beneficiaries to be up to date with their tax obligations and with Social Security, not to be a debtor to the Principality of Asturias Treasury or the Municipal Treasury for overdue, liquid, and due debts.
b) Not to meet any of the cases provided for in article 6.3 of the OGMS that prevent beneficiary status.
c) Have an Opening License/ Prior Communication/ Responsible Declaration/Change of ownership for the start of activity, as appropriate, in a commercial premises located in the Avilés municipality.
d) Have started a business activity between January 1st and December 31st, 2024. The start date of the activity will be understood as the corresponding registration with the Tax Office. In the case of natural persons integrated into a community of goods or civil partnership, each of them may receive a maximum percentage of the grant corresponding to them, with a limit of €2,000 per company.
All applications must be accompanied by the following documents:
- Application.
- Third-Party Form
- Invoices justifying eligible expenses
- Company registration with the Tax Office
- Work history of the natural person

The start-up grants have been announced as such since 2016. In the nine previous calls, 250 companies were supported, with a total of €348,571 allocated to them.
