Accem has attended a total of 42,949 Ukrainian individuals in Spain since February 24, 2022, when the Russian invasion of Ukraine began. Between 2022 and 2025, they assisted 1,474 individuals in Castilla-La Mancha.
As highlighted by the NGO on Monday in commemoration of the third anniversary of the conflict, in 2022, with the activation of the Temporary Protection Directive of the European Union, procedures were expedited to provide «immediate» care and reception to those fleeing the Russia-Ukraine conflict. In 2022, Accem supported 29,149 individuals; in 2023, 9,299; in 2024, 10,741, and so far in 2025, 1,671.
By regions, between 2022 and 2025, Accem assisted 36,073 Ukrainian individuals in Madrid. This was followed by Murcia with 2,279; Castilla y León with 2,136; Castilla-La Mancha with 1,474; Aragón with 936; Comunidad Valencia with 934; Andalucía with 923; Galicia with 707; Asturias with 702; Extremadura with 254; Cataluña with 168; Euskadi with 109; Canarias with 14; La Rioja with nine, and Ceuta with three.
In this way, the NGO ensured that these displaced individuals from Ukraine had access to reception services, housing, psychological assistance, and guidance for labor integration. Accem has advocated for extending this protection model to other individuals fleeing wars, facilitating a more effective and agile reception.
Accem also noted that currently, the arrival of Ukrainian refugees is happening gradually and in smaller numbers, with most of them moving towards autonomy and completing their stay in reception programs.
Furthermore, in 2024, Spain recorded 2,331 temporary protection resolutions, with 52% belonging to women and 48% to men, according to data from the Ministry of the Interior.
Additionally, the establishment of the CREADE (Center for Reception, Assistance, and Referral) in Pozuelo de Alarcón (Madrid) in March 2022 was highlighted as a crucial milestone in the emergency response to the Ukraine crisis. The interministerial coordination with UNHCR and Accem led to the opening of the first of four centers in Spain for the reception of Ukrainian individuals.
«This initiative allowed for the implementation of an efficient support system, providing an immediate response in the initial stages of the crisis. Over time, its scope has expanded to also assist refugees from other nationalities,» added Accem.
In addition to CREADE, Accem has promoted family reception as an alternative for the integration of Ukrainian refugees, allowing them to adapt in a close and stable environment. This model, initially implemented as an exceptional measure, has become a viable option for other vulnerable groups.
On the occasion of the third anniversary of the conflict in Ukraine, Accem reaffirmed its commitment to protecting those who have had to leave their homes due to the war. The organization emphasized its ongoing work to provide effective and dignified responses to all refugees, always based on solidarity, integration, and human rights.
According to government sources, Spain has welcomed 236,570 Ukrainians since the start of the war in Ukraine.
